Dear Honourable Speaker,
I am writing as a concerned South African citizen to make a Constitutional Public Submission under Section 59(1)(a) of the Constitution (public involvement) and Section 55(2) (Parliamentary oversight).
After the 2024 election, the ANC secured 39.75% of seats in the National Assembly. Yet today, the ANC holds approximately 71% of Cabinet positions. This imbalance undermines voter intent, as shown by an informal poll where 90% of over 1,000 voters called it a “travesty” (as set out in the full submission), and risks eroding trust in Parliament’s duty of accountability, responsiveness, and openness under Section 1(d).
I respectfully request that Parliament:
a) Review whether the Executive’s composition aligns with the GNU Statement of Intent’s proportionality commitment (Clause 16).
b) Hold public hearings and publish a report within a reasonable timeframe (such as 60 days from September 1, 2025), explaining how Cabinet appointments reflect electoral outcomes and the “National Interest” test.
c) Confirm whether the GNU Consultations Council (Clause 23) has been formed and functioned as required for Executive appointments.
